Monitoring and evaluation
Sunderland CLLD programme needs to understand the impact the activities it is funding are having on their target individuals, enterprises, organisations and communities. It also needs to understand what works in different circumstances and what approaches or activities have not generated their expected or intended impacts. The CLLD approach provides partners with the opportunity to deliver new and innovative ways to address needs and issues within local communities. In this context it is essential that the monitoring and evaluation process identifies examples of good practice and learning that can help to inform and shape future approaches to social and economic development at a local level.
Monitoring and evaluation ask and answer very different kinds of questions - and therefore need different methodologies to generate the answers to those questions. Monitoring and evaluation are the tools that will help Sunderland CLLD manage performance on the programme and project activities. Monitoring is the continuous collection and analysis of information about a project or programme, undertaken while the project/programme is ongoing. Evaluation is the periodic, retrospective assessment of an organisation, project or programme. The Sunderland CLLD programme has appointed external independent evaluators to undertake this role.

Registration forms
These are required to register participants and to ensure eligibility upon registering with the project.

Privacy notices
These are to be issued to the individual or organisation during completion of the registration form, on initial engagement with the project, and are required for funding evaluation and monitoring purposes.
Personal assessment tool
The personal assessment tool (PAT) covers a range of themes to be completed for all individuals supported by the CLLD programme. The tool should be completed when an individual registers with the project and thereafter at regular intervals. Each individual must have at least two complete PATs.

Outcome forms
These are required to provide compliant evidence and demonstrate what impact the interventions have had. These should be completed when individuals are exiting from the project. Time restrictions apply, for example ESF destinations data must be within 4 weeks of leaving.
