5 Year Housing Land Supply
The National Planning Policy Framework (NPPF) requires local planning authorities to identify and update a supply of specific deliverable sites sufficient to provide a minimum of five years' worth of housing against the housing requirement set out within their Local Plan.
Annual Position Statement (APS)
National Planning Policy allows local authorities to confirm their five year housing land supply through the publication of an Annual Position Statement (APS). In line with the process established by the Government's Planning Practice Guidance, the Council submitted its APS to the Planning Inspectorate on 30th July 2020. The Planning Inspectorate issued their Report on the Council's Annual Position Statement (APS) which concludes that Sunderland City Council can confirm that it has a 5 year supply of deliverable housing sites (5 year HLS) for one year, ie until 31 October 2021. In preparation of Sunderland City Council's existing housing land supply position no longer being confirmed on 1 November 2021, the Council has requested that the five year housing supply position be confirmed through the submission of an APS to the Planning Inspectorate, for review. A formal notification of the Council's intent to submit an APS was made to the Secretary of State for Housing, Communities and Local Government on 25th March 2021.
As part of the APS process, the Council undertook a four week consultation on the draft APS from 26 May 2021 - 25 June 2021. The Council reviewed all representations and compiled a final APS document, detailing the five year housing supply for the period 1 April 2021 - 31 March 2026. The APS 2021 was submitted to the Planning Inspectorate for consideration on 21 July 2021. A copy of the submitted report is available below:
The Planning Inspectorate will review Sunderland's APS and will write to the Council by 31 October 2021, to confirm the Council's housing supply position. This webpage will be updated with the Planning Inspectorate's report and outcome by 1 November 2021.
