The Core Strategy and Development Plan sets out our long-term plan for development across the city to 2033. It will ensure that the right type of development is focused in the right places to meet the needs of local people and businesses.


The Core Strategy and Development Plan (2015-2033), submission documents and supporting documents were submitted to the Secretary of State for examination on the 21 December 2018.  Full details are contained within the Icon for pdf EX.2 Notice of Submission to the Sunderland Core Strategy and Development Plan 2015 [121.49KB].

Mark Dakeyne BA(Hons) MRTPI, the Planning Inspector appointed by the Secretary of State, will now conduct an examination into the plan's soundness. Representations made during the publication consultation will be considered as part of the examination.

Hard copies of the Plan (SD1) along with the Policies Map (SD2), Icon for pdf SD.3 CSDP Schedule of Minor Modifications [2.84MB], Sustainability Appraisal (incorporating SEA) (SD5), Sustainability Appraisal Non-Technical Summary (SD6),and Consultation Statement (SD7) will also be available for inspection at Sunderland Civic Centre, Burdon Road, Sunderland, SR2 7DN. Opening Hours: 8.30am to 5.15pm Monday to Thursday (excluding Bank Holidays) and 8.30 to 4.45pm Friday.

All representations submitted during the publication consultation have been submitted to the Planning Inspectorate (including any attachments and supplementary reports). These are available to view as part of the Report of Representations (SD8).

Next steps

The Submission of the Core Strategy and Development Plan will now be subject to an independent examination conducted by the Planning Inspectorate. The examination is a continuous process running from submission through to receipt of the Inspector's report.

The independent Programme Officer, Kathryn Stule will assist the Planning Inspector through the examination. She is responsible for all procedural matters of the examination and all future correspondence with correspondence to the Plan regarding the examination will be via her. Those who made representations at the Publication stage will, if the Inspector deems it appropriate, be offered the opportunity to submit further material or take part in specific Hearing Sessions at his/her request and will be notified regarding the examination process by the Programme Officer.
