Project updates August 2021

August 2021

We are entering the final phase of works along Silksworth Row, which includes surfacing and lining works from St Michael's Way through to Hylton roundabout, with tie in works to the junctions at Hylton Road, Trimdon Street, Farringdon Row and Railway Row.

Further works to complete surfacing will be carried out at the new Carol Street junction with Pallion New Road.

To minimise disruption to traffic, these works will be carried out on weekday nightshifts over approx.15 nights, subject to weather conditions, commencing on Wednesday 11 August 2021. Hours of work will be 8.00pm to 6.00am, there will be no weekend working or works taking place during the August Bank Holiday weekend.

Various closures and diversions will be in place during the night shift works, please follow the diversion signs as sign posted through the diversion routes.

Traffic management will be in place during the works.

Lane closure on 24 June 2021

Silksworth Row, Westbound lane closed between 8pm and 6am for nightshift works to service ducts, a diversion will be in place via Chester Road, St Marks Road and Hylton Road.

18 June 2021

We previously advised that the new Carol Street link would reopen on 21 June 2021. Also, on 21 June 2021 Beach Street would re-open to vehicular traffic and Farringdon Row would close.

Due to unforeseen ground conditions this has overrun slightly and the new dates for re-opening and closing the aforementioned roads are as follows:

- 23 June 2021

Carol Street link will re-open

Traffic lights on Pallion New Road will be removed

Beach Street will open in both directions after the main morning rush hour traffic.

- 24 June 2021

Farringdon Row will close

15 June 2021

Following completion of the phased works on Carol Street/Deptford Road, we are pleased to advise that the Carol Street link will be opened for access onto Pallion New Road and the A1231.

The final phase of works in the Trimdon Street/Hylton Road area will be taking place over the next few weeks.

On 21 June 2021, Beach Street will re-open to vehicular traffic.  At the same time Farringdon Row will close to vehicular traffic to enable us to construct drainage, roads and footpaths, to form the tie in works between Farringdon Row and Hylton roundabout.

To access Trimdon South Retail Park a diversion will be in place via Beach Street and up Farringdon Row.

Finally, to complete the works on this section of the project we have nightshift works planned from Rose Street pedestrian crossing on A1231 through to St Michael's Way, to carry out surfacing & white lining works, further details will follow once our works programme is finalised.

Traffic management will be in place during the works.

June 2021

During this time all traffic from St Cuthbert's Terrace and surrounding streets will be diverted via Enderby Road onto Deptford Road.

Traffic from Alexandra Park will be diverted onto Pallion New Road via Buzz bingo.

There will be no direct access from Alexandra Park to Deptford Road.

Phase 3 - St Cuthbert's Terrace to Deptford Rd/Alliance Place

We anticipate the works will take approx. 4 working days from 14 - 17 June 2021.

Traffic from Alexandra Park will be diverted onto Pallion New Road via Buzz bingo.

Deptford House and Alliance Street will be diverted onto Deptford Road via Fern Street. There will be no direct access to Carol Street.

On completion of the above works, traffic lights will be installed for 1 day to complete the road markings.

Following completion of these works we are pleased to advise the Carol Street link onto the A1231 will be operational followed by the opening of the Beach Street junction.

May 2021

NEXT STEPS

Tie in works will commence from Alliance Street/Deptford Road to Carol Street, this includes final surfacing to the carriageway and footpaths.

Whilst the works are in progress there will be diversions in place, please see below for details.

Work will be done in 2 phases:

Phase 1 - St Cuthbert Terrace to Deptford Road/Alliance Place

We anticipate the works will take approximately 4 working days from 1- 4 June 2021.

During this time all traffic from Enderby Street and surrounding streets will be diverted via St Cuthberts Terrace, onto Alexandra Park and exit onto Pallion New Road via Buzz bingo.

Traffic from Alexandra Park will be diverted onto Pallion New Road via Buzz bingo. There will be no access to Deptford Road.

Please note: Should Phase 1 be completed earlier, the works on Phase 2 will be implemented earlier.

On completion of the above works, traffic lights will be installed for 1 day to complete the road markings.

Following completion of these works, Carol Street link onto the A1231 will be operational followed by the opening of the Beach Street junction on 7 June 2021.

March 2021

TRIMDON STREET

The next phase of works will include surfacing, road markings and traffic signal installation on the Trimdon Street new carriageway.

The works will be carried out over six nights of nightshift working, commencing on 15 March 2021. The A1231 will be closed in both directions from Hylton roundabout to Beach Street between 8pm and 6am.

A signed diversion will be in place as follows:

Traffic heading along the A1231 Eastbound will be diverted via Beach Street along Farringdon Row. Traffic heading along the A1231 Westbound will be diverted via Hylton Road towards Pallion.

The A1231 will be re-opened each morning at 6.00am and Beach Street closed.

The benefits of carrying out works on nightshift means there is no disruption to traffic with road closures to Trimdon Street during the day, and also reduces the potential duration of the works. We realise that some disruption could be caused during the work and assure you that we will use our best endeavours to ensure that the impact to you is kept to a minimum.

December 2020

September 2020

QUEEN ALEXANDRA BRIDGE TO ST MARY'S ROUNDABOUT SEPTEMBER 2020 - PHASE 3

What does it mean to me as a road user?

During September some further changes will be taking place to the traffic routes around Deptford, Hylton and St Mary's as we move into the next stage of the construction of SSTC3.

On the night of Saturday 26 September, the Eastbound and Westbound A1231 traffic will be switched to run on their retrospective new carriageways between Trimdon Street West Junction and Hylton Roundabout. Traffic will run in the new Lane 1 in each direction to allow works to be completed in the central reserve.

To facilitate the switch, the A1231 will be closed between 8.00pm and 4.00am, with a signed diversion in place via Hylton Road through to Pallion.

Westbound Traffic on Silksworth Row will be pushed into Lane 2 to allow verge works to be completed in this section.

QUEEN ALEXANDRA BRIDGE TO ST MARY'S ROUNDABOUT SEPTEMBER 2020 - PHASE 2

What does it mean to me as a road user?

During September some further changes will be taking place to the traffic routes around Deptford, Hylton and St Mary's as we move into the next stage of the construction of SSTC3.

On the afternoon of Friday 11 September 2020 we are pleased to announce that Hylton Road will be re-opened.

At the same time, the new link road between Carol Street and the A1231 will be closed, to allow construction of the new carriageway on Trimdon Street West, which ties into Pallion New Road and the new Trimdon Junction (formerly the Tarmac plant and Simpson Street). A signed diversion will be in place via Deptford Road and Hylton Road. The works will be carried out under two-way lights, which will be in place from 21 September 2020, expected to be removed 18 December 2020.

Hylton Roundabout currently has five approaches, therefore a significant enlargement of the inner ring is required as part of the project.

Commencing on 26 September 2020 the roundabout will be modified so that it no longer operates as a full roundabout. To safely construct the works, road users exiting Farringdon Row on to Hylton Roundabout are only able to turn left (Eastbound), road users wishing to travel Westbound from Farringdon Row, should travel to St Mary's roundabout and travel west.

QUEEN ALEXANDRA BRIDGE TO ST MARY'S ROUNDABOUT

August 2020 - Phase 1

What does it mean to me as a road user?

During August some changes will be taking place to the traffic routes around

Deptford and Millfield as we move into the next stage of the construction of SSTC3.

On the night of Tuesday 11 August 2020, the A1231 will be closed between 8.00pm and 6.00am to enable us to carry out white lining works and altering the traffic management.

Traffic will then be re-aligned onto the newly constructed carriageway between Trimdon Street West and Trimdon Street and will use the new junctions from 6.00am Wednesday 12 August 2020.

Citybound traffic will travel on a new link up to the Trimdon Street West Junction where road users will be directed right and then run on the new Eastbound carriageway through to the Beach Street Junction. Road users wanting to continue towards the City Centre will carry on through the Junction, past the front of the Retail Park and then the traffic will re-align onto the existing A1231 just beyond B&Q.

The outbound lane onto the A1231 from Beach Street will re-open on Wednesday 12 August at 6:00am, with access onto the A1231 being left turn only. This means road users coming from Beach Street onto the A1231 wanting to head West will need to travel East to Hylton Roundabout then turn around here before heading back West.

The inbound lane onto Beach Street from the A1231 will remain closed.

Traffic leaving the City Centre will continue to use the existing A1231 along Silksworth Row to Hylton Roundabout, then beyond Hylton Roundabout the traffic will realign to run in   contraflow on the new Eastbound carriageway.

Traffic will pass through the new Beach Street Junction and through to Trimdon Street West Junction where it will be pushed left and then run back onto the existing A1231.

On the night of Tuesday 11 August 2020, Deptford Terrace will be closed permanently from the access to Cowie's Land just off the Queen Alexandra Bridge roundabout through to the Bus Depot.

Alternative access for road users will now be:
• Using Trimdon Street West Junction, a left turn can be made where the "Deptford Link" will be made available for anyone wanting to access The Ropery, Sunderland Coachworks and associated businesses towards Ayres Quay.

July 2020

As part of the ongoing SSTC3 works, a road closure will be in place at the bottom of Hylton Road, from 28 July 2020 with no access onto, or from Hylton Road roundabout.

A clearly signed diversion will be in place.

The closure is required to allow new drainage, kerbing, footpaths and surfacing works to be safely carried out.  The works are anticipated to take 8 weeks.

June 2020

Work is progressing on the Sunderland Strategic Transport Corridor Phase 3 (SSTC3) project.

Temporary road/lane closures.

From 22 June until approximately 26 June Woodbine Terrace citybound will be closed with a diversion via European Way. This will allow Northumbria Water to complete their rising main permanent connection.

To avoid any disruption at a later date, the outbound lane will also be closed to erect road signage in the verges at the same time.

April 2020

(27/04/2020) Works on the Sunderland Strategic Transport Corridor Phase 3 (SSTC3) project is still going ahead resulting in road/lane closures:

  • On 27 April to 30 April there will be a closure of Woodbine Terrace citybound, diversion via European Way to allow works to be carried out by Northumbria Water.
  • There will also be a lane closure on the westbound lane on A1231 which will be closed from 4.00am on 28 April and will re-open at 5pm on 2 May.

(02/05/2020) Beach Street will be closed from 2 May until approx. 6 August, diversion will be via Farringdon Row or Deptford Terrace to allow the next phase of essential work on the Sunderland Strategic Transport Corridor Phase 3 (SSTC3) to be carried out.

February  2020

Developments on site

ALLIANCE PLACE

Over the next few weeks we will be renewing the footpaths along Alliance Place through to Alliance Street.  Works will commence w/c 17 February 2020 for approximately 12 weeks and will be carried out under a rolling lane restriction working between each of The Flowers streets.

TRIMDON STREET/RETAIL PARKS

We are also constructing the next phase of the Trimdon Street wall which involves the installation of a number of concrete units next to the PCWorld and B&Q car parks.  This will involve the use of a mobile crane and delivery wagons.

It is expected to take 6 weeks including night shift works, as follows:

•             B&Q car park - 25 February to 3 March between the hours of 20:00 to 06:00

•             PC World car park - 3 March to 11 March between the hours of 21:30 to 06:30

The benefits of carrying out some of these works on nightshift reduces the requirement for road closures along Trimdon Street.

We will endeavour to ensure that the impact to you is kept to a minimum.

If you have any questions, please do not hesitate to email me on sstc3@esh.uk.com

October 2017

Planning Application

The scheme has to obtain Planning Permission in order to proceed. A Planning Application was submitted in January 2016 and planning permission was granted on 24 October 2017.

As well as details of the scheme, the planning application includes an Environmental Statement, the result of a full Environmental Impact Assessment.

 Environmental statement non-technical summary [11Mb]

All the submitted details can be viewed and comments made via the Planning Portal of the City Council website. A link is provided here

Publication of Orders

The Orders for the scheme were published in September 2017. These documents are the means by which the council formally acquires the land necessary for the scheme and enable the changes to the public highway network. They are published subject to decision by the Secretary of State which will follow a period for objections, resolution and Public Inquiry if one is required.

Public Inquiry

The publication of orders resulted in a public inquiry which took place in September 2018.  Secretary of State confirmed the Side Road Orders and the Compulsory Purchase Order (with minor modifications) on 30 November 2018.  General Vesting Declaration notices served on 18 February 2019 with possession of land May 2019.
