Occupy the road in connection with building or highway work

Prior to any permit being issued, you or your contractor must have registered with us.

Eligibility criteria

  • The relevant contractor must be registered with Sunderland City Council:

Register to place scaffolding and hoarding on the highway

Register to use cherry pickers or elevators on the highway

  • You must submit a traffic management plan or a sketch of works with the application
  • You must provide proof of public liability insurance with a minimum cover of £5million

Application fee

In addition to the annual registration fees, there are fees for each elevation:

 
Scaffolding (per elevation, for up to 28 days)£63.00
Hoarding (per elevation, for up to 28 days)£63.00
Cherry pickers, mobile crane lift or scissor lift £63.00

 

Will "tacit consent" apply?

Tacit consent does not apply to applications to occupy the road, as the council must ensure that:

  • The area is safe, for all highway users
  • The work will not conflict with other works within the city

Our target completion period for processing a correctly completed application is usually two working days from the time when all documentation and fees have been submitted. However, this is dependant upon the type of work involved and the reasons for occupying the road.

All unclassified roads would require a minimum of seven days notice and all principle roads require a minimum of 14 days notice.
