The Groves site is one of Sunderland's key central area regeneration sites and the finalised Groves Development Framework will help facilitate the proper planning and regeneration of the site in future.The Groves site is located immediately adjacent to the river Wear and offers the potential for an important future gateway into Sunderland providing a high quality mixed use residential community on the edge of the City Centre. The Groves site will also be the southern landing point for the proposed Wear Bridge Crossing and accommodate part of the Sunderland Strategic Transport corridor.
Alteration Number 2 to the Unitary Development Plan (adopted by the City Council in September 2007) establishes planning policy for Central Sunderland and seeks to support the development of a mixed use residential community at the Groves Site. In addition Policy EC5A of the Alteration No.2 requires the preparation of a development framework to guide the development of the site. Site owner O&H Ltd and planning consultants David Lock Associates have prepared a Groves Development Framework for the site to provide an agreed set of planning and development principles and informal guidance in relation to the future development of the site. A consultation on a draft Groves Development Framework was held in August 2011 and a finalised version was endorsed by the City Council in September 2011. The framework will be used as a basis for preparing detailed proposals for the site and will be afforded weight as a material consideration when determining future planning applications.
