What is Supporting People?


manThe Supporting People programme was launched in April 2003 by central government. It brought together a number of funding streams to finance the provision of housing related support for vulnerable people and to monitor the quality of the services provided.
Groups of vulnerable people include:

  • Older people
  • Young people at risk
  • Teenage parents
  • People with a physical or sensory disability
  • People with a learning difficulty
  • Homeless people and those at risk of homelessness
  • People at risk of domestic violence
  • People who misuse drugs and/or alcohol
  • Ex-offenders and people at risk of offending
  • Travellers
  • Rough sleepers

The aim of Supporting People is to give greater opportunities for independent living and life choices by promoting high quality services that meet the needs of the local community and which complement other services.
It helps people who have difficulty in gaining and maintaining a home of their own by providing the support that is needed to help achieve these.

Support services can be classed as either short term or long term. Short-term services last for up to two years and are aimed at increasing a person's ability to live independently with a view to them moving on from the service. Long-term services are provided on a continual basis and are designed for those people who will continue to need an element of support to enable them to maintain their independence throughout life.

Supporting People funding does not pay for personal care that people may need to receive.

Sunderland City Council is the lead authority for Supporting People in Sunderland and the programme is managed by a Commissioning Body that consists of representatives from the City Council, Health Services and Probation


In 2007/08 the grant to Sunderland Supporting People from central government was about £11.2 million
This enables the provision of 119 services by 26 providers
