In October 2003 The Anti-Social Behaviour Unit (ASBU) at the Home Office launched a national
campaign to tackle anti-social behaviour.
The ASBU are focusing the campaign upon 4 different subject areas,
which are:
- Environmental Crime - Graffiti, litter, fly tipping etc
- Begging
- Abandoned Cars
- Nuisance Families

Trailblazer Councils
As part of its campaign to tackle issues, the ASBU has created a number
of 'Trailblazer' Councils to develop and spread good practice across the
Country. The City of Sunderland Council has been chosen to focus upon nuisance
neighbours especially those in the Private Rented Sector.
It is important to state that Sunderland was not chosen because it has
a serious problem of anti-social behaviour but because of good practice
already being established in the private sector. Being chosen as a trailblazer council has brought with it an injection
of funds to enable us to fund additional staff to establish a Neighbourhood
Relations Team.
In addition to establishing trailblazer councils, the ASBU have also
set up a number of initiatives to assist practitioners in tackling this
serious and often complex problem.
The Together Actionline
The Actionline is available throughout the week, providing help and
support to all practitioners in England and Wales. It will help practitioners become confident in using the powers
available to them, give them access to innovative and creative solutions
and enable them to network and share knowledge and success.
The Actionline provides accurate and high quality information and a
full range of interventions, from prevention to enforcement. This
includes Anti-social Behaviour Orders, Acceptable Behaviour
Agreements/Contracts, Injunctions and measures to tackle noise,
fly-tipping, graffiti and other environmental issues.
