Local Development Framework

The LDF is a suite of documents providing guidance and policies for meeting the community's economic, environmental and social aims the development of land in Sunderland for the next 10-15 years. Key documents include the Local Development Scheme, Core Strategy, Statement of Community Involvement, Annual Monitoring Report and Supplementary Planning Guidance / Documents. The LDF consists of Development Plan Documents (DPD's), these will contain land-use policies, with an explanation of why those policies have been developed and how they are intended to work. Core Strategy Front Cover

The Core Strategy DPD will provide the overall spatial vision and strategy for the City of Sunderland. It will address important city-wide spatial matters including housing, economy, retail, sustainability, community safety, tourism, transport, and areas of regeneration. It will aim to conform with the Regional Spatial Strategy and take forward the aims of planning related issues related to sustainable development and sustainability. It will also take into account other city-wide plans and strategies, including those produced by other agencies.
HADPD Front Cover The Housing Allocations DPD (HADPD) takes its lead from the Core Strategy of the LDF,  by providing detailed policies for housing development until 2021 and ultimately identifying sites to be allocated for housing purposes. This Issues and Options document is currently out to consultation until 10th February 2008. Comments on all the issues put forward at this stage including; housing scenarios, future housing delivery, Greenfield/Brownfield land, housing densities, needs, affordability and quality housing environments are welcomed.
SCI

The Statement of Community Involvement (SCI) sets out how the Council proposes to engage communities and stakeholders in not only the preparation of local development documents but also the consideration of planning applications.

AMR Front Cover The Annual Monitoring Report (AMR) provides a review of how the Council is performing in terms of the LDF, the LDS timetable and monitors DPD policies.
Evening Economy Front Cover Supplementary Planning Documents (SPDs) and Supplementary Planning Guidance (SPG) are not statutory documents, but supplement DPDs by giving more detailed advice on how to comply with the policies contained within the relevant DPD.
Hetton Downs AAP Front Cover

Area Action Plans will be used to provide the planning guidance for areas where significant change or conservation is required. The Hetton Downs Area Action Plan is currently being prepared, this will help decide the future land uses and to look at ways to deal with the housing, social, economic, and environmental issues in the area.

LDS Front Cover

The Local Development Scheme (LDS) sets out what will be produced and when, and explains what will happen to existing policies during the transition period. It focuses on the next 5 years (2007 - 2011), but also indicates work that is proposed beyond 2011.

The Planning Policy Section has assembled an LDF Evidence Base that includes a large number of documents and information to inform the preparation the LDF.

SFRA Front Cover

The Strategic Flood Risk Assessment (SFRA) has been prepared in accordance with current best practice and is the result of a joint commission by the five Tyne & Wear districts. The SFRA will assist in making the spatial planning decisions required to inform the LDF in determining planning applications, and be used as a planning tool to enable the City Council to select sustainable development allocations away from areas of potential flood risk.

Adopted Proposals Map
The adopted proposals map shows the location of proposals in all current Development Plan Documents, on an Ordnance Survey base map.
Site Specific Allocations
Where land is allocated for specific uses (including mixed uses), this will be made into a DPD's focusing on the site specific allocation, policies relating to the delivery of site specific allocations including access requirements / broad design principles. DPD's focusing on site specific allocations will not form part of the core strategy, additionally where policy requirement is set out for land allocated, greater policy detail may be included in a SPD.
