Application for a Footpath Crossing - Highways Act 1980 - Section 184 The following is guidance for houseowners in the City of Sunderland when making an application for a footpath crossing. Procedure Application for Footpath crossing can be made by:- Writing to the Development and Regeneration Directorate at the address below or by: Telephone: (0191) 5531528 or e-mail to highwaymaintenance@sunderland.gov.uk Sunderland Housing Group Property and Housing Association tenant:- Applications must come from Housing Association. After initial application a reference number will be allocated. A member of staff will check the classification of road and if it is adopted as public maintainable highway. Planning permission will be required for the crossing if the road is classified. Other proposed works to your property i.e. garden walls / fences etc may also require approval under the Town and County Planning Acts. In this case, more information can be given by contacting City of Sunderland Development Control Section on (0191) 553 1558. A Highway Inspector will visit the site to establish the type of construction and any unforeseen problems (lighting columns, trees etc.) A letter will be sent to the applicant with a cost that will need to be paid before work can commence. The Council aim to complete the construction of the crossing within 6 weeks of payment being made. The cost of the crossing depends on the width of the opening and the width of the footway and the existing construction. Records are kept for each application including site visits. Either a concrete or bitmac crossing will be constructed depending on the existing construction. Private individuals and companies are not allowed to construct crossings or carry out any works in the footway / carriageway.
