In the Local Government White Paper (LGWP) 'Strong and Prosperous Communities' the Government set out its plans to replace the CPA with Comprehensive Area Assessment (CAA) in 2009.  The LGWP stated:

"From April 2009, we will build on CPA with a system based on a combination of risk assessment, largely risk-triggered inspection, and audit.  The new regime will be known as the CAA.  Children's Services Joint Area Reviews and Annual Performance Assessments, and social care star ratings will not continue beyond March 2009."

The CAA will comprise:

  • An annual risk judgement of the key risks to outcomes, services & organisations or delivery; and the extent to which they are being managed;
  • An annual scored Direction of Travel judgement of each local authority, assessing the pace of improvement and likelihood it will continue;
  • An annual scored Use of Resources judgement for local public sector bodies, assessing organisational effectiveness & how well they use resources to support priorities and improvement.

Individual inspection events will be triggered, generally in response to the Annual Risk Assessment or other elements of the CAA.  There will be few programmes of automatic rolling inspection in future - and any such programme will incorporate proportionality into individual inspections.

On the 3rd April 2007 the Government published a letter to the principal inspectorates responsible for inspection and assessment within local authorities, seeking their co-operation in taking forward these arrangements.  This provides further details of the Government's vision for CAA.

On the same day, the Audit Commission published its own proposals for managing the transition from CPA to CAA over the next few years.
