Transition from CPA to CAA |

In the Local Government White Paper (LGWP) 'Strong and Prosperous Communities'
the Government set out its plans to replace the CPA with Comprehensive Area Assessment (CAA) in 2009. The
LGWP stated: "From April 2009, we will build on CPA with a system based on a combination of risk assessment, largely risk-triggered inspection, and audit. The new regime will be known as the CAA. Children's Services Joint Area Reviews and Annual Performance Assessments, and social care star ratings will not continue beyond March 2009." The CAA will comprise:
Individual inspection events will be triggered, generally in response to the
Annual Risk Assessment or other elements of the CAA. There will be few
programmes of automatic rolling inspection in future - and any such programme
will incorporate proportionality into individual inspections. In November 2007, the Audit Commission published their latest consultation document regarding the transition from CPA to CAA.
