In December 2003 and 2004, the scores for all 150 single tier and county councils were updated.  The council score was refreshed and the 'Excellent' rating was retained.  For the refreshment of the CPA score in 2003, the council compiled a voluntary self-assessment to indicate improvements since the previous inspection.  For the refreshment of the score in 2004, the council again completed a self-assessment.  

In 2005, 2006 and 2007, Sunderland City Council was again rated as a top performing council and received 4 stars (the highest possible rating under the new scoring system), with an 'improving well' direction of travel label on each occasion.
