 The overall CPA framework includes:

  • Completion of periodic Corporate Assessments, by the Audit Commission (AC) which measures how well a council is run;
  • Annual Key Service Area Assessments by the AC or provided to the AC by Ofsted, the Commission for Social Care Inspection (CSCI) and the Benefits Fraud Inspectorate (BFI);
  • Completion of an annual Use of Resources Assessment by AC, based on work by appointed Auditors;
  • Annual assessment against a council's Direction of Travel judgement (Introduced in 2005).

While the current structure overall remains broadly similar to CPA in previous years, some important changes have been made.  These are discussed in more detail within 'CPA - The Harder Test'.

Assessment Scores

The assessment scores for each element within the framework are brought together by the AC in order to categorise councils according to their performance.  There is a series of rules for arriving at the scores for each element and for categorising councils, these are detailed in the following table:
