Land for Housing - The Sunderland Urban Capacity Study

The Government has asked all local authorities to publish 'Urban Capacity Studies' to examine the supply of land and buildings that could be available to accommodate new housing.  The City of Sunderland Urban Capacity Study (December 2002) was approved and adopted by the City Council on 26 February 2003 for development plan purposes and to inform the review of the City's next development plan, the Local Development Framework. 

Urban Capacity Studies are an important tool in promoting sustainable development by identifying land and buildings that might be re-used for housing purposes.  They form the basis for the selection of new housing sites and the management of their release through the Development Plan.

The Study does not provide a land use policy context for the City.  This will be for consideration in the review of the Unitary Development Plan.  Inclusion of a site as having potential capacity for housing is not therefore an indication that it would receive planning permission for such use.

More recently, the Interim Strategy for Housing Land has been to Cabinet and will be put forward to full Council in March 2006.  If approved, the ISHL will supersede the Urban Capacity Study Volume 1.
