Strategic Housing Land Availability Assessment

The matter of housing need and supply is paramount to the success of the City. The City Council is currently examining the issue of housing as part of the preparation of its Local Development Framework (LDF) - the strategic planning document that will be used to shape and direct the development of land in Sunderland until 2021.

An important part of the LDF will be the Housing Allocation Development Plan Document (DPD) this will provide planning policy and guidance in relation to housing need and detail where new housing can be built. A Strategic Housing Land Availability Assessment (SHLAA) is now being prepared which will provide information about sites with potential for new housing within Sunderland.  The information in the SHLAA will inform the Core Strategy DPD and the Housing Allocations DPD.

Tyne & Wear SHLAA Partnership

The Partnership would like to invite landowners, developers, planning agents and local stakeholders to submit details of sites for consideration as potential housing development opportunities for inclusion within the SHLAA. You are invited to submit new sites by  that you, or your client(s), believe may be suitable for housing, and which:

  • You anticipate would be brought forward in the short (1-5 years) and medium term (6-15 years). These would be sites in addition to those that already have planning permission for housing or are allocated in Development Plans;
  • You consider could be redeveloped within the next 15 years.

Further information is available at the

Note: Sunderland council has completed a separate final call for sites (this ended on the 29th August 2008) as part of its own SHLAA preparation that began in late 2007. All sites submitted for this have been included on the Sunderland sites database for consideration. Therefore, for Sunderland, please only submit any new sites to this Tyne & Wear sites call.

The inclusion of any site in the SHLAA is not an indication that it will be included in the LDF and is without prejudice to any future decisions of the City Council. The Strategic Housing Land Availability Assessment will follow.

Housing in Sunderland for the next 5 years

As required by Government planning policy in PPS3 "Housing" Sunderland City Council is preparing a Strategic Housing Land Availability Assessment (SHLAA) that will assess the deliverability and developability of housing sites over a 15 year period. This will support the policies of the Core Strategy and Housing Allocations development plan documents. In the interim, as also required by PPS3, the Council must be able to demonstrate that it can identify and maintain a 5 year supply of deliverable housing sites. The Department for Communities and Local Government (CLG) has published guidance for undertaking this assessment.
