Funding
The 1990 NHS and Community Care Act brought in major social policy changes.
This was supported by key messages in the White Paper on Health and Care
(2006) which continues to impact on authorities and voluntary
organisations. Local Authorities have been encouraged
to become enablers rather than providers of services by working with the
voluntary sector to meet the needs of local people.
Many organisations are now providing mainstream services in partnership
with Sunderland City Council, as well as continuing their roles as campaigners
and innovators to meet local need.
For organisations that receive grant assistance from Adult Services
advice, guidance and support it offered. There is a framework in
place for the Grant Assistance Process..
Applications for funding are invited from organisations that support and care for vulnerable people and who have signed the
Health and Social Care
Compact. These applications are dealt with through the Grant Assistance
Process and Grant Conditions are set.
Alternatively, the Council may commission services from a voluntary
organisation and a formal contract is awarded.
Funding through the Grants Assistance Process is allocated according to a
range of criteria. The process begins in
October each year when organisations seeking funding complete an application form
asking about the services they are planning to provide. An
evaluation of each application takes place and a decision is made.
The grant is a gift from Adult Services recognising that organisations meet
the core priorities of the Council. The grant will provide a
contribution to the core costs of the organisation.
Organisations are usually informed of the outcome in February/March each year. The
Partnership and Procurement Team within Adult Services are responsible for
overseeing the process and ensuring all formal arrangements are in
